Scott,
most probably this is a bug or by design behavior of the Microsoft RDP ActiveX control. We have no power to control on how the RDP ActiveX handles the clipboard.
But just in case we will verify that this is not ours bug, but I'm pretty much sure its not.

I just noticed that when I am connected to one or more RDP Sessions (specifically I was connected to Server 2003 machines) I loose the local clipboard.

Closing sessions does bring it back.
